Flourish designs have been used in both print and web design for years. The interesting thing about flourishes is the way that they evolve and how people use them differently. They can be used to create a very classic traditional style look and on the complete other side of the spectrum they are commonly used in very modern, clean designs.

Its interesting as some designs go in and out of being popular and following trends, however flourishes have been around for ages as you’ve mentioned but have been able to be used with most styles and designs continuosly over the years. Its the universal ability to apply it (sensibly) to a design from any era that makes it a brilliant addition to any design piece.

@JasonStanley, you’re right, flourishes have always been there. I remember my grandma had these tea boxes made of metal on her house, and they were engraved with flourishes.
